Larkfleet developers have erected a large blue fence the wrong side of the footpath

This week the larkfleet developers at 'The Croft at Oakham' site have erected a blue fence completely cutting off the pavement on Maresfield all the way to Wheatfield Way. Pedestrians now have to cross that road at a perilous corner with poor visibility as you are craning to see round a corner. There had already been a fence erected the other side of the pavement between at the boundary of the development site. There was no need to then erect another one blocking the entire pavement and making that route perilous to the many people who live and work in that area. I myself walk that way 4 times a day to and from work and am uneasy at where I now need to cross the road. It is the same place where earlier in the year there was a car accident and people are now being forced to cross there. The photo I have uploaded is while they were still building the fence. It is even larger and the obstruction even worse now. Surely the council has a duty to ensure that developers do not cause danger to pedestrians by their actions? How can they have been allowed to completely cut off a pavement? I can only assume they have acted without permission.

Update sent direct to resident.
A 3 storey care home is being constructed adjacent to Maresfield Road and will involve material being lift to a considerable height. The footpath has been blocked off to ensure there is a safe working zone for those within the site but also for pedestrian walking near the site.
The developer has not yet put a ramp/dropped crossing in, however I am getting this pushed through as a matter of urgency. The crossing will be put in a location with the best visibility in both directions.

I'm sure how thus has been moved to fixed when the developers have still not put in a safe crossing?
