20 mph lights dont flash

Sent to Rutland County Council 2 minutes later. FixMyStreet ref: 1549569.

Outside Oakham CoE there is a 20mph zone. This is only valid during certain periods. To indicate when it is a 20mph zone the lights should flash. They do not flash anymore and therefore drivers dont know when the 20mph speed restriction is in place. Both sides are not flashing
