Overgrown hedge encroaching on public footpath

This hedge is overgrown and has briers in which are at head height of a child, also for a disabled person who is in a wheelchair, and is partially blocking safe passing for the public. This is a continuous /repetitive problem which needs to be addressed. The usual solution is to "trim" a few outer leaves off - 2 or 3 weeks later it's just as bad! It needs taking back to the inner edge of the pavement.
