Dear Director Rutland County Council Highways Dept. Ref: 1, Market Street & 9a, High Street. Oakham. LE15 6AH During an examination and cleaning of the guttering around the above property in May this year, as owners we were made aware of the presence of a large amount of water damage to the stone fabric of the building.(Picture ref 4 & Picture ref 1) This damage was being caused by the down pipes of the guttering being blocked where the culvert across the pavement exited into the gutter (Picture ref 2) and as such, water was backing up and eventually finding a weak point in the iron down pipes thereby causing corrosion and making them unstable.. We contacted the department and my business partner Mrs Jane Illsley met with your representative, Mr Ben Rush, who was shocked to see that the surface of the highway was level with the curb stone, owing to repeated resurfacing without any attention being made to the drainage of surface water to the local drains. He stated that something had to be done about it, as it was a fault of the department, having not checked on the work of the contractor who did the resurfacing. We have replaced the old iron downpipes with new plastic pipes with a temporary exit foot at ground level on each, allowing the rainwater to exit across the pavement, thus allowing the stonework to dry and cause no further damage to the building fabric. This however has to be temporary as with the onset of winter, and its subsequent frosts, surface water from these down pipes onto the pavement will become a hazard should snow build up and freeze. We were assured that something would be done about this by Mr Rush, but after repeated enquiries we have had no response and nothing has happened to rectify this situation. Please may we ask that this matter be attended to and that we can be assured of a satisfactory conclusion.
