Damaged street sign

I have reported this before and no action has been taken. its now become a health and safety risk as the sign is mounted on 2 old rusty peaces of angle iron, and reading the signage act of highways it states that it should be mounted on round poles and the sign fitted using the correct fitting. the sign is so low that if a car is forward of the sign you can not see it, from Loves Lane as the sign is placed in Bayleys Close. i have missed hospital transport due to the being unable to find 2 Loves Lane they call at 2A and Loves Lane Cottage and proceeds up loves lane to try and find No 2
