Footpath often obstructed by cars

Cars often park completely on the footpath outside 13 and 15 Stud Road, which is also directly opposite the entrance to Racecourse Road. This makes it very difficult for pedestrians to stay safe, awkward for wheelchairs who have to come on to the road because the footpath is blocked PLUS it makes it very difficult to come in and out of Racecourse Road by car, as well as travel along Stud Road. Is it not illegal to park on footpath and also illegal to park in front of a junction?
