Parked in turning area of Mallard Close

Sent to Rutland County Council 3 minutes later. FixMyStreet ref: 1935255.
Locals are complaining as there are weeds growing under vehicle as it has been parked so long. Unable to identify an owner. Checked on gov.uk and no MOT since Mar 18 and no tax since Nov 18. Reported via gov.uk in early Dec 19 but nothing has happened.

Notice was put on car. Spoken to the owner, is not abandoned as used as a track car.

How is it allowed to be parked on a public road without tax and MOT? It is also in what is a designated turning area for emergency vehicles.

Just because a vehicle is on the highway without tax or MOT, does not mean it is deemed to be abandoned. It is either the DVLA or the Police that can enforce against this.
