Lay-by requires clearing and sweeping

Is there any chance the lay-by on the A6003, Gunthorpe, adjacent Durham Ox Farm, could please be cleared and swept and the drain “rodded”?
As can be seen from the attached photographs, the mud, grass, sludge and litter has built up to the extent that highway water cannot drain away and is therefore forced down a private property’s driveway.
In addition, people who use the lay-by for the bus-stop, delivery drivers, visitors to the farm, etc get filthy shoes!
