Repeated flooding of the road to a depth unpassable by cars

Flooding on the lowest point of Seaton Road has been an intermittent problem for several years but is now occurring on a regular basis whenever there is a heavy downpour. The depth has also been greater than is passable by small vehicles and can rise very quickly, with water appearing to be run off from adjacent fields and to pour down the sides of Seaton Road from the Uppingham direction dragging grit and stones along with it. Can something be planned in to address the issue?
