Tree Stump on open space in Ash close

Hi i live on ash close in Uppingham and some time ago an ash tree was Pollarded, as a result of this work the tree has subsequently died. The dead stem is now loosing its bark and leaving debris over the pavement often used by pushchairs and local residents, there is also fungal fruiting bodies present on the base of the tree which concerns me of the structural integrity of the tree. I have attached some photos for you to see the issues and as im sure you will agree its not exactly aesthetically pleasing on the eye either.
