Whole barrier broken and ready to fall into river

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 2155054.
The crash barrier on the right of the bridge (railings) is unmoored from most of the bolts securing it to the bridge.. at least one of the cross poles has also sheared (or been cut through). It is hard to say whether natural, rust and wear and tear or vandalism but either way it is very dangerous. Leant on it today and it's ready to fall into the river there. This footpath has become very busy during lockdown with families etc. Please mark as urgent to visit and repair. thank you.
