Overgrown hedge

Hedge opposite 9 -11 Mallard Close and adjacent to the village green appears to have been trimmed on the green side but not on the top or access side, even though it is the responsibility of RCC. I just wondered if you can shed any light on this and perhaps can explain why this might be the case? While on the subject of the hedge, PSA as it is clear although it was cut late last year you can see the state of it, particularly the self-seeding what I believe are sycamore trees. the hedge during the past few years as a minimum has doubled its depth and needs to be reduced the density which in turn would make life a lot easier to maintain it. In addition, to remove some/all of the faster growing vegetation I believe would also be of great help in the maintenance. There are some killer brambles within it!
