This issue has been reported to Fixmystreet eight times since July last year and closed out seven times by RCC. Surely some flaw in the process.

The problem has not been fixed. This is not acceptable. The damaged road surface has been reported many times in the last year and the RCC keeps closing it out without doing any work - a very sad situation, with no apparent recourse until an accident occurs. Meanwhile likely damage to tyres from the damaged road surface.
