Van parked completely on footpath near construction site

This van parked on and completely blocked the only footpath available on Hackamore Way at rush hour/5pm-ish. Just in front of the van, the footpath is closed whilst construction work is being done to create an entrance for new business units on this road, with clear signage directing pedestrians to use the footpath on the opposite side of the road. The driver clearly didn't want to park on the double yellow lines whilst they went and took photos of the building site (I saw the driver do this from a distance as I approached), so thought totally obstructing the footpath would be ok if the vans hazard lights were on. I took these photos after crossing and having to walk in the road from the point marked by the arrow with a baby in a pram and a very young child. If this was obviously a one off I wouldn't bother complaining, but building work at this site has only just started and more businesses have started to break ground off this road, meaning more vehicles like this are likely to park illegally for convenience.
