Sent to Rutland County Council less than a minute later

Pavement parking has become almost routine here, but today is a particularly bad example. Hardly enough room to walk by, let alone pass through on a wheelchair. What matters mosts? Wing mirrors, or human lives?

In this situation there are no civil parking contraventions against which the Council could enforce. The Police may be able to advise.
