Constant problem of discarded cigarette ends.

Sent to Rutland County Council less than a minute later

Passers by and staff of adjacent businesses discards cigarette ends. The nearest bin is not until the end of Barlow Road, so they have nowhere to put them. A full size bin in Dean's Street would be unsightly and an obstruction. Is there any alternative?
