Incorrect asphalt top coat applied

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 2435185.

The path around the park between stud road and the new allotments, specifically the pavement surface is "like an ice rink" when frosty around the park. I would like an independent inspection to confirm the correct product has been used by the builder and the builder bought to task for creating a health and safety hazard
