Hazardous steep and slippery heavily used footpath

The path up a steep bank from the walkway over the stream up to the field boundary has become very muddy and slippery due to heavy use during Covid. It crosses the spring line so is naturally wet most of the year. There are also a number of roots and exposed rock forming a trip hazard. It is hazardous and has caused at least one person to sprain an ankle badly. Is it possible to put some steps and a handrail to make the path safe. It is too steep for stone alone to solve the problem. The handrail on the bridge is rotten and some of the walkway is rotting. The path is very heavily used.
