Concrete-filled oil drum obstructing the verge

A white painted steel drum, filled with concrete, has been placed on the grass verge and mounted right against the kerb on what we believe to be highway’s property. It is located adjacent to the property known as "Traveller's Rest". Whilst there is not a footpath on that side of Ryhall Road, we believe it to be a hazard to users of Ryhall Road, both vehicular and pedestrian, on a busy route close to Casterton College. Several years ago we reported that the owner of this property had inserted kerbstones across the verge leading to the gateway to his property, and it was established at that time that the verge belonged to RCC. We believe that he was instructed to remove them, but they still remain there. It is our belief also that he is responsible for the placement of this drum, presumably to prevent cars being parked outside his property.
