Holes in tarmac

The pathway outside my house (4 Vicarage Road) has deteriorated with pot holes and plant roots. From the picture you can see how roots and plant have established themselves because the holes have been filled with soil from my front garden
Given the elderly people who walk past the house there is a danger of tripping in the holes.
The issue has been present since we cut down the overgrown hedges from the previous occupier. It appears to have worsened over the winter
