Removable road cones made permanent fixture

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 3427670.
These cones replaced older cones that have been perminate gate guardians outside this property for over 4 years. These newer cones were seemingly acquired after white plastic posts where installed around the green in Lyndon. Cones are under highways guidelines and regulations not perminate and as such should be moveable. You will note from the photos and on inspection that these cones are also pinned into the ground with metal stakes. Very dangerous IMHO. Long-standing neighbours have requested this eyesore removed. My request for removal is for the following reasons. 1/ Highways regulations not observed 2/ Danger to road traffic, cyclist, horses and pedestrians hidden metal and unmovable objects 3/ highways property 4 exceeding property boundary without appropriate planning. These cones need collecting and returning to Highways

You now have the details of the land owner and well over 10 days have passed. Cones are not meant to be pinned into the ground and are designed to full over as per this photo from a highways manual. Also this land adjoins the highway. Maybe there is a solution you can offer Mr Haywood that is more suitable? If someone gets hurt or property gets damaged from the hidden metal spike then liability and duty of care may sit with RCC and highways. Please action removal or advise as to why no action is being taken within your own SOP’s?
