Litter in layby

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 3817900.

Lay-by on the A1 Southbound just before Great Casterton exit. Disgusting amount of litter in lay-by, many of it shredded by cowboy Highways workers. Previously reported and still hasn't been cleaned.
