Overhanging hedge making road unsafe for pedestrians

Overhanging hedge on road used regularly by both vehicles and pedestrians where there is no pavement. The grass verge is now obscured by the hedge. This pic taken early October I hoped the landowner would maintain the hedge but, once again, he hasn't. Last year he told RCC it was because his hedge cutter had broken (he doesn't have one) I don't know his excuse the year before.
