Neighbour refusing to cut down

We have been trying for the past 2 years to get the neighbour at 49 the quadrant to cut his tree back as it is affecting our garden. We can not do anything to our garden as the tree blocks all sunlight and restricts any new grass from growing when we try to plant seeds. We have had quotes upwards from £600 to have it cut back but we can’t afford that and the neighbour gives us abuse when we try and speak with him. As you can see from the snow it has started to fall down and he now refuses to move it. We can’t get the enjoyment of the garden in the summer and re design it due to the massive tree blocking all view.
