Flooding on main road through langham

Due to a blocked and overflowing ditch on Ranksborough Drive water is flowing onto the main A606 and flowing down into the village past The Range when we have downpours! At the moment you would be unable to use the footpath on the main road as cars passing through the water would soak you! This happens all the time but I am assuming because the ditch which is the cause of the problem is on private land nothing can be done?
