Missing bins and litter strewn in laybyes

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 4973462.

I have now complained on several occasions about this issue. Very little action has been taking place. The lay-bys are a disgrace and RCC need to take the contractor to task over the failure to properly cleanse these areas regularly. The resulting build up of uncollected litter around the unsuitable bins has resulted in bags splitting open and the contents strewn along the length of the lay-bys. Bins are still missing despite my last complaint. Why is the contractor (BIFFA?) not being monitored. Again, Rutland seems to be one of the only counties across England unable to deal with this issue. Nearly all other counties we have travelled through manage to keep their lay-bys tidy and litter free.
