Bumps cracks in pavement and sharp metal around council tree

Sent to Rutland County Council 35 minutes later. FixMyStreet ref: 5532565.

The pavement has lifted, I assume with the roots of the lovely tree that was planted in 2011 by the council. It's a trip hazard. Probably more urgently, the metal wire cage that the council put around the tree base has been cut (possibly by the council for some reason?) And has left sharp metal in an area where lots of children pass for the school run and play after school. We can try and remove it if needed but didn't know if we should being it is council property and imagine it needs doing properly so to not leave bits of metal sticking out of the ground that are less visible.
