Weeds & shrubs growing out off footpaths

There is a public footpath on side of park behind 11 to 19 Graffham drive Le15 6dq ,There is weeds and buddleia growing out of the public footpath and the grass cutting this year is the worse it’s ever been grass cutting all over the grass and road they come and don’t clean up after this will lead to blocked drainage we pay a very high tax and getting less service each year we know you put up the tax this year by 5% and cut the grass cutting by 40%? And there is a number of disabled and partly sighted who live in Graffham drive
