On the last three occassions of heavy rain this large manhole cover was displaced by water

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 6654869.
This manhole cover appears to be lifted by the volume of water each time there is heavy rain, it is on the pathway opposite the village shop approximately 50mts from the primary school entrance. As Children love to jump in puddles this is an urgent issue. From the plans that I have seen from Severn Trent it appears to be over the public surface water drain, I assume that this pipe is blocked further down between there and the outlet as little water was coming out of the Outlet in to the brook it all appeared to be running down the road.
