Car parked forcing pedestrians into road

The occupier of the Old Chapel parks outside their property blocking the pavement area which forces me to walk in to the road, they have also fitted an electric charge point which is plugged in to the car as seen in attached photo making it impossible to pass safely. The vehicle is also parked in a designated bus stop. I regularly walk this route with my 2 dogs casing a huge struggle to pass in safety. I have lived in the village for over 3 years and this issue has become worse as there are frequently 2 cars parked in this space and has become exasperated by the charging cable trailing between the railings and the car.
