Damaged wall alongside footpath, risk of collapse

There is a wall at the back of the church that is heavily cracked and starting to collapse. There is a footpath that runs directly alongside this wall that is used daily by school children walking to and from school, so it looks highly dangerous

So far, nothing has been done to address this, aside from a few cones set against the wall. The original crack is bigger, and there is now a secondary crack a few feet along the wall which highlights a section that will eventually collapse. This path us used by school children on a daily basis.
