Blocking layby

Vehicle FE08 JYS had been parked in the road, blocking the layby, for some months. Part of the layby is for disabled drivers making access difficult. The vehicle has had no road tax for more than 2 months so is parked illegally There is a huge parking problem in this road without untaxed cars taking up spaces
