Unnecessary temporary traffic lights

Does anyone at RCC ever check how the contractors leave the road works when there is no work being done? This is Saturday morning at Braundston Road. No workers, no holes dug in the road or the footpath so nobody is being inconvenienced. All that is being done are cars spewing out exhaust fumes while they wait. Just complete laziness when all that needs doing at the end of work on Friday is to move the cones and switch off the lights. Does anyone use their common sense?
