On the opposite side to new footpath being made, the hedge is overgrown

As I was going around traffic lights, part of the hedge nearly scratched my car and another part too. As I was avoiding the cones whilst building new cycle track just after garden centre. The hedge has some long branches so you have to avoid them, but they appear out of nowhere.
