8-10 vehicles parked obstructively

I travel this way at busy times of day to take my daughter to and from school. There are very often a large number of vehicles (often 8 to 10) parked close together on the northbound carriageway between Grooms Close and Haybarn Close. I often have to wait one to two minutes before I am able to move into the southbound carriageway to pass these vehicles safely due to the heavy volume of oncoming traffic, especially at around 8.20 a.m. when large volumes of traffic are heading to Catmose College.
