Dog Fouling in field - Wotton Close

I recently spoke with Rutland Council, and they provided me with the details of the parish councillor only she is unable to help and has advised me to report the issue via this website as there is nothing they can do.
There has been a persistent problem with dog owners failing to clean up after their pets, particularly in the field just off Wotton Close. Many dog walkers use this field and the wooded area beyond it but unfortunately, many do not take their dog waste with them, despite there being a designated bin located just as you turn left out of Wotton Close.
Yesterday, while walking my own dog, I unfortunately stepped in dog waste left on the walkway leading onto the field. This has always been an issue, but it seems to be getting progressively worse. It is frustrating and unpleasant to have to constantly be on the lookout to avoid stepping in mess, both for myself and my dog. Again today when I took the same route I saw another 3/4 instances where dog owners are leaving their mess behind and to make matters worse it’s right in the walk way!
I wanted to reach out to see if there is anything that could be done to help address this issue. I was advised that you could send someone to clean up the mess.
