On going issue with blocked road culvert damaging the surface of the road

The culvert for the road water and pipe that connects these down Main Street is blocked. The original issue of a Pothole caused by this was repaired, as was the pipe outside Old Church Farm. The blockage has apparently moved down the pipe and is now damaging the road a few mts down the hill. The pipe is backing up and coming through the joints in the Road. It is marked up for repair and has been for months, with a dangerous pot hole now having been filled and then topped up a couple of weeks ago. Its on a juncttion where people often park outside the Church, Please sort it before there is an accident.
