Overgrown tree is pushing on resident's fence and damaged it

Sent to Rutland County Council less than a minute later. FixMyStreet ref: 8181336.

There is a carpark where the tree is - unsure whos land it is. Resident resides at 20 Harborough Close. She lives in a housing association house , they have said it's not their property. Please could you check if it's RCCs and let the resident know accordingly.
