Narrow footway impassable

There is a very narrow footway next to the parking area for White Hart House. Any vegetation is a problem but the hedge has got unkempt that the footway is unusable if a car is parked nearby (which is nearly always) The 3rd photo is from streetview when the hedge was short. The house is for sale and the hedge has been neglected for some time.

    Someone has trimmed the hedge very lightly. It shows a willingness to comply, but also shows a complete misunderstanding of the problem. It needs cutting back to the boundary of their property line. The footway is very narrow there and we need every bit. Even the wing mirror of a parked car makes it difficult.
