Blocked ditch causing water to pour down Melton Road

There is a ditch on the north side of Ranksborough Drive, which is full of debris and drainage from this ditch appears to be blocked, as the eastern end of the ditch overflows and the water then pours down the Melton Road, exacerbated flood risk. A significant amount of water drains into this ditch when it rains, including from the adjacent fields. Is the culvert blocked? A solution needs to be found that doesn't drain this water into the Langham Brook upstream of the village.
