Block storm drain

As you can see from the photograph, this particular storm drain on Kilburn Road, in Oakham has a blockage somewhere as the water is not draining away very quickly and so compounds the issue of water gathering either side of the speed reduction cushions (which are badly designed as they block the flow of rain water along the gutters). The location is close to the start of the boundary wall for the cemetery.
