Hedge so overgrown it obstructs pavement

This hedge has become a major problem which blocks the pavement and forces pedestrians into the road. Nobody local admits to owning it.

Pedestrians have to walk on the road, due to the amount of overhang from the Photinia. This shrub has never been maintained
