Getting concerned about our grass verges in Cow Lane.

Year ago they were cut up to the hedges opposite us. They again this year cut only the first bit of the edges. My concern is that now the saplings of the hedge are growing quickly now. The height of the saplings are growing quickly. This area needs to be cut every time upto THE HEDGE. Please see photos.

Otherwise we will end up with the hedge up to the road.
