Bridges, Culverts and Other Structures: Subcategory
We use safety barriers to protect highway users from roadside hazards and obstacles, such as the steep drops found by bridges or bodies of water. Damaged barriers don’t provide proper protection and should be reported.
We are responsible for the management of highway bridges, including the smaller structures found on the public right of way network. Some bridges are managed by Network Rail or Highways England. Damage to bridges and their parapets should be reported to us here.
We’re responsible for maintaining a network of culverts, which are drains or pipes that allow water to flow under roads. If they become blocked or the headwalls are damaged please report the problem to us here.
Flooding/ Drainage: Subcategory
A specialist contractor maintain drains within Rutland. We prioritise them by the level of silting that occur in them, but this can alter through changing conditions. If you see a gully that is overflowing, this may not necessarily be due to silt but possibly excess surface water. Please wait 2 hours after heavy rainfall to report a problem. Blocked ditches are the responsibility of adjacent landowners.

Flooded and waterlogged roads result when the amount of water arriving on the road is greater than the capacity of the drainage facilities that take it away. Even when drains are in good working order some situations can lead to the road flooding or being waterlogged: exceptional rainfall, a road being in a low lying area, changes in 'run off' from adjacent fields, a waterway overflowing. Lights, Signals and Sign: Subcategory
We provide pedestrian crossings to make it easier for pedestrians to move around and usually target the needs of those people who experience the most difficulty and danger in crossing the road. Problems with zebra, pelican or any other sort of pedestrian crossing should be reported to us here.
We provide lines and markings on a roads surface in accordance with regulations to help drivers navigate the road network, to provide them with warnings of hazards and to clearly inform them of traffic and parking restrictions and prohibitions. Issues with road markings should be reported to us here.
Road signs are used (in accordance with regulations) to help secure the safe and efficient movement of traffic and to provide suitable and adequate parking facilities on and off the highway. To be effective they must be easy to see and read. Any problems with signs on roads in Rutland should be reported to us here.
We manage street lighting on adopted roads in Rutland (to see if a road is adopted you can refer to the National Street Gazetteer). Amenity or community lighting is managed on behalf of your local town or parish council in accordance with our Street Lighting Policy. Requests for additional community lighting can only be made by a town or parish council using this application form.
We’re responsible for maintaining the traffic signals that are used to control the flow of traffic on Rutland roads. Although we’re not responsible for the temporary installations used to control the traffic at road works problem you should still report problems to us.
We manage vehicle activated signs (VAS), electronic road signs that display a message in the presence of a road vehicle determined by the speed that it’s travelling, on behalf of town and parish councils. Any problems should be reported to us here but the repair or replacement of VAS must be authorised and funded by the relevant town or parish council.
Public Rights of Way: Subcategory
Farmers should avoid planting crops on public rights of way that cross arable fields. Where this isn't possible they must remove their crops from any public rights of way as soon as reasonably possible. Use this category to report paths that are obstructed by a growing crop.
Stiles and gates are used by farmers to control the movement of livestock on land crossed by public rights of way. They (farmers) are usually responsible for maintaining them in a safe and usable condition, preferably to the relevant British Standard (BS5709). Please contact us to report any gates or stiles that are not being maintained to the required standard.
Between May and October council officers attempt to clear seasonal vegetation growth from the surface of public rights of way. However if there's an overgrown path you think we may have forgotten please use this category to report it to us. The owners of land alongside public rights of way are responsible for ensuring that trees, hedges or shrubs rooted on their land do not overhang paths and make them inconvenient to use. Farmers may need to disturb the surface of public rights of way that pass over arable land by ploughing them. They can only do this where it can't reasonably be avoided, and field edge paths should never be ploughed! Farmers who fail to reinstate and return a path to a convenient state within 14 days of ploughing can be reported to the council.
The council has a duty to maintain a sign where every public rights of way leaves a hard surfaced road. We also have powers to erect waymarks, the coloured arrows usually attached to yellow topped posts, to help people find their way. Road and Pavement Issues: Subcategory
There are numerous types of defects that can form on our roads. Please use this category to report: Broken flag or flagstone, cracking of tarmac surface, edge failure where the edge of the carriageway is breaking away, rutting where the surface has been deformed in the wheel tracks, and all other surface defects except potholes (please return to level before for pothole reporting).
Traffic calming uses physical design and other measures to improve safety for motorists, pedestrians and cyclists. Use this category to report issues with: road humps/ raised tables, cushions, rumble devices, road narrowing, and chicanes.

Potholes can form for a variety of reasons and can cause a hazard to highway users. It is usually where the surface of the road has been eroded and a hollow has formed. The severity of the pothole and, therefore, the criteria for attention is determined by the risk it poses to road users. This is difficult to judge since all potholes present some risk. Factors taken into consideration are the size, depth, traffic type, speed and volume of the vehicles and where the pothole is in the road alignment.
Spillages/ debris on the A1 are the responsibility of Highways England. If oil, diesel or petrol have been spilt on the highway following a road traffic accident which is still in place, call the police on 101. If mud has been dropped on the highway, it is the duty of the person responsible to remove it as soon as possible.
